The Asia-Pacific Economic Cooperation (APEC) Data for Growth High-level Roundtable was held in Chengdu, Sichuan, China on July 25, 2026. APEC member economies reaffirm our shared commitment under the APEC Putrajaya Vision 2040 to build an open, dynamic, resilient and peaceful Asia-Pacific community by 2040, for the prosperity of all our people and future generations. We recognize that digital technologies present significant opportunities to foster innovation, enhance productivity, and promote economic growth and the vital role of data in supporting the development of digital technologies. We recognize the importance of strengthening regional cooperation to enhance the availability of data, remove barriers to digital services, and support data utilization[1]. We also recognize the voluntary, non-binding, consensus-building principles of APEC. To better harness the value of data for innovation, productivity and economic growth, and to promote cooperation among member economies, including those that reflect the diverse needs of member economies, we endeavor to:
亚太经济合作组织（APEC）数据促进增长高级别圆桌会于2026年7月25日在中国四川成都举行。APEC成员经济体重申，我们共同致力于落实《APEC布特拉加亚愿景2040》，到2040年建成一个开放、充满活力、强韧、和平的亚太共同体，实现所有人民和子孙后代的共同繁荣。我们认识到，数字技术为促进创新、提升生产力和推动经济增长带来重大机遇，数据在支持数字技术发展方面发挥着至关重要的作用。我们认识到，加强区域合作对于提升数据可获得性、消除数字服务壁垒和支持数据利用的重要性¹。我们也认识到APEC自愿、非约束和协商一致的原则。为更好发挥数据在创新、生产力和经济增长方面的价值，并促进成员经济体之间的合作，包括体现成员经济体多样化需求的合作，我们努力：
I. Foster an Open and Enabling Environment for Data Access and Use
一、营造开放、有利于数据获取和使用的环境
— Strengthen policy dialogue, including through existing mechanisms, and the voluntary exchange of experiences, and promote the use, interoperability, accessibility and application of data while ensuring trust, security, data protection and privacy, and respect for intellectual property rights.
— 加强政策对话，包括通过现有机制开展对话和自愿交流经验；在确保信任、安全、数据保护和隐私以及尊重知识产权的同时，促进数据使用、互操作、可获取和应用。
— Support an enabling policy environment to boost innovation and market confidence. We will also work to facilitate cross-border data flows, while strengthening business and consumer trust.
— 支持营造有利的政策环境，促进创新并增强市场信心。我们还将努力促进数据跨境流动，同时增强企业和消费者的信任。
— Encourage multistakeholder engagement, including with policymakers, regulators, and businesses on data governance, with a view to promoting voluntary information sharing and interoperability across different approaches to data governance.
— 鼓励包括政策制定者、监管机构和企业在内的多利益攸关方参与数据治理，推动不同数据治理模式之间基于自愿原则开展信息共享并实现互操作。
II. Strengthen Data-Driven Innovation and Application
二、强化数据驱动的创新和应用
— Facilitate the responsible use of data to support scientific research, technological innovation, industrial development and public service modernization. Foster data-driven innovation and economic growth, and promote the commercialization and application of emerging technologies, to harness its transformative potential.
— 促进负责任地使用数据，以支持科学研究、技术创新、产业发展和公共服务现代化。推动数据驱动的创新和经济增长，促进新兴技术商业化和应用，充分发挥其变革性潜力。
— Support the enhancement of digital skills and innovation capabilities, enabling MSMEs and relevant stakeholders in all segments of our societies to better utilize digital tools and data resources to foster innovation and economic growth, including through capacity building and the voluntary sharing of information and best practices.
— 支持提升数字技能和创新能力，使中小微企业（MSMEs）以及社会各界相关利益攸关方能够更好利用数字工具和数据资源促进创新和经济增长，包括通过能力建设以及自愿分享信息和最佳实践等。
III. Deepen Cooperation on Data Connectivity
三、深化数据互联互通合作
— Advance dialogue on the development of reliable, accessible, scalable, trusted, secure and resilient data infrastructure and improve interoperability among data systems to reduce fragmentation, avoid unnecessary data silos, and facilitate value creation of data resources across the region.
— 推进围绕发展可靠、可获取、可扩展、可信、安全和有韧性的数据基础设施的对话，提高数据系统之间的互操作性，以减少碎片化，避免形成不必要的数据孤岛，促进区域内数据资源价值释放。
— Enhance communication and dialogues on cross-border data policies to foster understanding and trust among member economies.
— 加强跨境数据政策方面的沟通与对话，增进成员经济体之间的理解与信任。
— Support collaboration among businesses, research institutions and other stakeholders on relevant issues through experience-sharing and capacity building activities, to maximize the benefits of digitalization for our people.
— 支持企业、研究机构和其他利益攸关方通过经验分享和能力建设活动，就相关议题开展合作，最大限度发挥数字化造福人民的作用。

We believe that, through sustained dialogue and cooperation, APEC can better harness the role of data in driving economic growth across the Asia-Pacific region. Member economies are encouraged to continue to exchange experiences, best practices and progress made in this regard, and explore potential areas of cooperation under the APEC framework, including through the Digital Economy Steering Group (DESG) and its subgroup the Data Privacy Subgroup (DPS), among others.
